Excellent food and excellent service, oh and the view 👍 The Empenadas are one of the best. It's at the end of the road, but it's worth the drive.

At the very end of Tumbes is this nice Restaurant, liked everything we tried... time to be served wasn't good though, since it was a bit crowded
